The bank makes money making loans. The commerical loan department makes loans to businesses. Their "portfolio of commercial loans" is the collection of loans that they have made to all the businesses in their service area. If they loan 100k to the baker and 900k to the manufacturer and 20k to the dry cleaner, then then have 1,020k in commercial loans in their portfolio.
