is there any online loan agencies that any one knows of, that gives personal loans with out having a bank account, and not so good credit?

The only place you can get a loan with no account and bad credit is a loan shark.
If you have a job, you can get small "payday" loans from places like Amscot (see link, below) by showing them your paycheck stubs, but other than that, sorry, probably not.

If you own a car,boat or house outright you can otherwise you need a second job.
