Most credit card providers offer fee free balance transfers / cash online to credit card holders with good credit. Some offer 1.99% for 12 months, or 4.99% for the life of the loan. What to watch out for however is if there is a finance charge of this transaction which is usually 3% of amount involved. That would be the first place to check for low interest cash.

The following website is a new person-to-person loan site (it's been around a little over a year). You can get an unsecured loan at a fixed rate for 3 years in an auction format similar to an eBay for loans. Borrowers with decent credit usually get better rates than they would at banks or credit card companies.
